SHAPE BURLINGTON: Environmental Scan and Reflection Paper


Going Local: A Survey of Recent Trends in Municipal Democracy catalogues examples of recent democratic innovation in Canada and abroad. A clear pattern emerges from this survey - our politics are becoming increasingly 'people-powered' as pressure builds to create new 'citizen-centered' processes of policy-making and public discussion. With examples from the United States, the United Kingdom, Denmark, Germany, and Brazil, as well as the Canadian cities of Vancouver, Scarborough, Toronto, Guelph, Quebec City, and Edmonton, Going Local explores efforts by citizens and elected officials to create both temporary and permanent engagement structures on and offline. 
 
An Emerging ‘Citizen Agenda’: The Context for Democratic Innovation in Canadian Municipalities reviews trends in urbanization and immigration, globalization, local governance reform, and democratic participation in Canada. This paper reflects on the implications of these trends on municipal democratic innovation, probing the future of the relationship between municipal governments and citizens and identifying directions for possible responses by both parties.  As municipal governments rethink how they work and communicate with their constituents, new goals to heighten public confidence and solicit public expertise emerge.  The City of Burlington, Ontario is identified as well positioned to move forward on creating its own 'citizen centered' agenda that will inspire confidence in local governance.
